While Dumarsais Estimé (1946-1950) is perhaps most famous for his “Exposition internationale du bicentenaire de Port-au-Prince“ (International Exhibition for Port-au-Prince’s bicentenary), in his time, the President was also known for his remarkable efforts at finding compromises between competing parties. Aware that he owed his nomination to the Haitian military, Estimé was quick to reward it for its services. In 1947, he raised the Garde d'Haïti to the Armée d'Haïti. Although he did try to balance the civil and the military elements of his government, the appearance of such equilibrium could be kept only for some time. Paul Eugène Magloire, who was among the generals responsible for Élie Lescot’s downfall and Estimé’s presidency, accepted these new honours with pride but, never lost sight of his own interest in seizing power.
